Research Summary
My research focuses on the intersection of politics, public policy, and public management, particularly in environmental policy. I study American environmental policy design and implementation, including public vs. private utility management and environmental justice. My work examines how career concerns influence innovation and explores the ways that institutions shape regulatory implementation. My 2022 coauthored book, The Profits of Distrust, explores the relationship between drinking water and democracy, linking the meteoric rise of the bottled water industry to declining trust in government. I also engage in applied research, advising governments and organizations on water and sewer utility management, focusing on affordability, equity, and effective governance.
